Profil Andrew Dockham

Andy Dockham is a partner in the firm’s dispute resolution group based in Washington, D.C, where his practice focuses on conducting internal corporate investigations and advising clients on resulting legal, regulatory, and reputational risk.  Andy also represents clients in all aspects of congressional investigations, drawing from his 12 years on Capitol Hill leading complex bipartisan investigations, including as the Staff Director and Chief Counsel for the Senate’s Permanent Subcommittee on Investigations.

Andy has worked in senior levels of both the Senate and the House.  In those positions, he led high-profile investigative hearings and reports that were routinely covered by major print and broadcast media.  He draws from that experience representing clients under congressional investigation and advising on interview and hearing preparation, as well as responding to committee requests and subpoenas.

Senate experience. From 2021-2022, Andy served as Chief Counsel and Deputy Staff Director for former U.S. Senator Rob Portman (R-OH), who was the Ranking Member for the Committee on Homeland Security and Governmental Affairs (HSGAC).  From 2017 to 2021, he served as Staff Director and Chief Counsel for then-Chairman Portman on the Permanent Subcommittee on Investigations (PSI), the Senate’s premier investigative entity.  Andy began his career on Capitol Hill working for Sen. Tom Coburn (R-OK) as Counsel on PSI from 2010 to 2012, and later as Chief Counsel for Sen. Coburn on HSGAC from 2013 to 2014.

House experience.  Andy served as General Counsel for the U.S. House of Representative’s Committee on Oversight and Government Reform from 2015 to 2017.  During that time, Andy led a broad range of investigations, including of security lapses by the U.S. Secret Service, the data breach at the Office of Personnel Management that exposed over 21 million security clearance files, and the water crisis in Flint, Michigan.

Mandate

Andy’s recent work includes:

  • Prepared a former bank CEO for testimony before House and Senate committees

  • Represented an international airline in a congressional investigation related to potential ethics violations

  • Represented a company under investigation by multiple congressional committees related to scrutiny over the collection and use of personal location data in the wake of the Dobbs decision

  • Represented one of the world’s largest international shipping companies in a congressional inquiry regarding allegations of antitrust violations

  • Represented numerous individual fact witnesses in congressional inquiries

  • Conducted internal investigations for a multinational technology company regarding its content moderation practices around high-risk areas

  • Conducted internal investigation for a semiconductor company regarding alleged foreign agents insider threats

Examples of Andy's bipartisan congressional investigations include:

  • The fraudulent award of $550 million in healthcare benefits based on falsified medical records, which led to the conviction of two administrative law judges, an attorney, and a doctor.

  • An international scheme by Russian oligarchs to launder money and evade U.S. sanctions through high-value art purchased at New York auction houses and galleries by masking ownership through intermediaries, anonymously owned companies, and layering funds across bank accounts in multiple jurisdictions.

  • Multiple hearings and a bipartisan report on the security and intelligence failures at federal agencies that led to the January 6 attack on the U.S. Capitol.

  • The international purchase and smuggling of illicit opioids into the United States.

  • The $142 million cost to government healthcare programs of a prescription drug company raising the price of an opioid overdose reversal drug by 600 percent during the opioid epidemic.

Qualifikationen

Andy received a J.D. from the University of Virginia School of Law and an undergraduate degree from Wake Forest University.
